Since Bush already surrendered in Iraq, Why not sign the funding bills?

He lost the war the day we invaded without a reconstruction plan, and with less then half the troops Shinseki said we needed. Even General Petraeus has said many times there is no military solution, only political ones. But instead of planning around the truth, and listening to those who know whats going on, he just throws more troops into a civil war between 2 groups who have been killing each other for 1400 years. Then at the same time, while our troops are stuck in a quagmire, North Africa is being over run my Al-qeada and Islamic fundamentalists, and Osama is living free in Pakistan or Afghanistan. Sign the damn bill, get out troops back to fighting terror, and resign. would not that be the best thing Bush could do right now?
